In Article 1 paragraph (1) UUPA states: the entire territory of Indonesia is the unity of the homeland of all Indonesian people who are united as the Indonesian nation. Based on Article 3 of the Job Creation Bill, it is said that the purpose of the drafting of the Job Creation Bill is to create the widest possible employment opportunities for the Indonesian people equally.

• 1) the concept of justice applied in agrarian settings in Indonesia; 
• 2) justice that occurred after the passing of the Omnibus-law Law
